The tool assists national teams in analyzing teacher issues including teacher needs, teacher education, teacher management (recruitment, deployment, absenteeism, attrition, professional status, remuneration and careers) and the professional and social contexts in a comprehensive manner. The diagnosis developed through the Methodological Guide can serve as a valuable basis for the establishment and improvement of national teacher policies. Examples of utilization of the tool on the field level – mainly in Benin and Uganda – are also presented.
