To establish systems and mechanisms that guarantee the supply of sufficient quality teachers, a policy framework that relates the preparation, recruitment and retention of teachers in a coherent manner, which is also linked to the national education goals and standards, is crucial. The 'IIEP Education Policy Series: Preparation, Recruitment and Retention of Teachers' document provide supports in developing such a policy framework. The document analyzes the international context, summarizes research findings, and offers recommendations in effective practices in policy implications in the preparation, recruitment and retention of teachers. The tool assists national teams in analyzing teacher issues including teacher needs, teacher education, teacher management (recruitment, deployment, absenteeism, attrition, professional status, remuneration and careers) and the professional and social contexts in a comprehensive manner. The diagnosis developed through the Methodological Guide can serve as a valuable basis for the establishment and improvement of national teacher policies. Examples of utilization of the tool on the field level – mainly in Benin and Uganda – are also presented.
